It is still unclear to me why we need all this mock logic, rather than just using the logic that lives in src?

We decided a while ago that observers should not live in CT, and instead should live in LC.
I think the idea situation is that ObserverBase and a basic MinMaxObserver should live in CT, but I kept this implementation as a mock to make these changes as uncontroversial as possible.
